Maatschappelijke dynamiek en complexiteit vergen meer innovatie in beleid en wetgeving

De huidige wijze waarop beleid en wetgeving worden gemaakt sluit niet goed aan bij de complexe samenleving. Wij stellen voor dit knelpunt te erkennen en de werkwijze te transformeren om het lerend vermogen te verhogen. Het vorige kabinet heeft al een aantal zinvolle maatregelen geformuleerd en in het Coalitieakkoord worden al enkele belangrijke uitgangspunten benoemd. Om in turbulente tijden effectiviteit van beleid en wetgeving te waarborgen en het vertrouwen van burgers te behouden is echter een paradigmawijziging nodig. Door drie principes te omarmen kan de basis worden gelegd voor een nieuwe Bestuurscultuur met de grote B.
