Het Coalitieakkoord bevat veel oude plannen: rekeningrijden, een (hogere) vliegbelasting, meer geld voor infrastructuur en de Zuiderzeelijn in een nieuw jasje. De onderhandelende partijen lijken zich meer te hebben laten leiden door meningen dan door feiten. Een beter beleidspakket zou positieve effecten vergroten en hoge kosten vermijden. Voorbeelden zijn een congestieheffing, differentiëren van de vliegbelasting naar vliegafstand, meer nadruk op de maatschappelijke rentabiliteit van onderhoud van infrastructuur en minder grote openbaarvervoerprojecten. Gezien de omvang van de uitgaven en de nieuwe situatie na de coronapandemie is het nuttig om grote investeringen nog eens scherp tegen het licht te houden in een ‘Corona Review’.
